What this number means

A calendar year has to be a whole number of days; an orbit does not oblige. The Earth takes about 365.2422 days to go round the Sun, so a fixed year of 365 falls behind by nearly a quarter of a day every year, and the seasons drift through the calendar. The Gregorian rule closes that gap by inserting a day in some years and not others, in three tiers. Divisible by 4: insert it. Unless the year is a century year: then do not. Unless that century year also divides by 400: then do after all. Take the default, 2026. Divided by 4 it leaves a remainder of 2, so no leap day and 365 days. 2024 divides by 4 and is no century year, so 366. 2100 divides by 4 but is a century year that does not divide by 400, so 365. 2000 does divide by 400, so it had 366. The third tier exists to hit the target average. A leap day every fourth year without exception would give 365.25 days, a shade too many; dropping three century leap days out of four leaves 97 per 400 years, an average of 365.2425 days, which is off by only about a day in three thousand years.

Commonly misread

Every year divisible by 4 is a leap year.

One leap day every four years keeps the calendar exactly in step.

That overshoots a little. The Earth needs about 365.2422 days, so the calendar uses 97 leap days per 400 years instead of 100, giving an average year of 365.2425 days.
