It is pro-rated along with the hours: the three unpaid substitution hours per month that apply at full time become 1.5 hours at 50 %. It is the same ratio this calculator applies to the salary.
Pensionable service accrues in proportion to the hours worked. A year at 50 % counts as half a full-time year in the final Ruhegehalt.
A discretionary request can be refused for urgent operational reasons, which happens where teachers are scarce. Part-time for family or care reasons is far better protected and is almost never refused once the formal requirements are met.
